(A) A proposed site development plan, at a scale of one inch equals 100 feet, shall be submitted to the City Council. Such plan shall include, but not be limited to, the location and arrangement of dwelling units, accessory structures, buildings, streets, off-street parking spaces, walkways, yard lights, park and recreation areas, fire hydrants, and public and private utilities and facilities.
(B) It shall be a condition prior to granting occupancy to the mobile home park that at least one-third of the park lots be completed and ready for occupancy. Such completion shall include the final installation of streets, sidewalks, yard lighting, and public utilities.
(C) Prior to any of the park lots of any mobile home parks being occupied, the owner of the mobile home park shall obtain a permit for occupancy from the City Building Inspector.
