All sidewalks hereafter constructed in the city, excepting as otherwise provided by ordinance and excepting sidewalks in the downtown business district, shall be four feet in width and shall be constructed so that inside lines of such sidewalks shall be one and one-half feet from the outer line of the lot, lots, blocks, tracts, or parcels of land along and in front of which such sidewalks are to be constructed unless such construction, by reason of physical difficulty countered, would, in the judgment of the Board of Local Improvements, be inadvisable; then, and in that case, sidewalks shall be laid in the most feasible place between the curb and property lines.
