(A) Names; north and south streets. The names of all streets running north and south in said city shall, unless otherwise provided by the Council, be designated by numbers, consecutively arranged in the manner already adopted and contained on the maps and plats of said city, to wit: beginning with 1st Street on the western side of said city and numbering east; the next street east being 2nd Street; and the next, 3rd Street, 4th Street, 5th Street, 6th Street, and so on.

(B) Names of east and west streets. The names of all streets running east and west in the said city shall bear the name so given to them and contained on the maps and plats thereof duly recorded; provided, however, the city reserves the right to change the names or order of naming the streets of said city at any time.
