No building or structure for which a permit is issued hereunder shall be by any corporation, persons, or person devoted to any purpose other than that declared in the application for such permit unless authorized by the City Council by issuance of a new permit upon application to be filed with the City Clerk, which said application shall be in writing and shall specify the building or structure concerned, the location of the same, the purpose to which it has been devoted, and the proposed new purpose.
