The Council shall have the power, by ordinance from time to time, to create, fill, and discontinue offices and employment other than herein prescribed according to its judgment of the needs of said city, and may, by majority vote of all of the members, remove any such officer or employee appointed by it except as otherwise provided by law, and may, by resolution or otherwise, prescribe, limit, or change the compensation of all appointive officers or employees.
