All committees of the Council and all special committees shall be appointed at the beginning of the fiscal year or as soon thereafter as may be. Each standing committee shall be composed of three members of the Council, one from each ward, or as nearly so as the Mayor may deem practicable and calculated to promote the business interests of the city. Two members of any committee shall constitute a quorum for the transaction of business. Each standing committee of the Council shall make reports in writing, with reference to the condition of the affairs with which it is concerned at any time when required to do so by the Council.
