§ 150.04 FENCES; OVERHANGING BRANCHES.
   (A)   Public property. It shall be unlawful to erect, build, construct, use, or maintain within the city along the line of or in, upon, or along any street, avenue, alley, public walk, drive, or other public place any barbed wire fence or structure having barbs or other sharp-cutting, pricking, or tearing points or edges exposed to the public, public travel, or public contact and the erection, building, use, or maintenance of the same is hereby declared to be a nuisance.
   (B)   Existing barbed wire fences. Any barbed wire fences in existence at the time of the adoption of this chapter shall not be in violation of division (A) above and may hereafter be maintained but may not be enlarged, reconstructed, or replaced.
   (C)   Living fences. It shall be unlawful to grow, plant, use, or maintain along any public street, avenue, alley, or other public place within the city any hedge fence, thorn trees, or other shrubbery having sharp, pricking, tearing thorns or points exposed to public travel or public contact. No such fence or trees shall hereafter be planted, grown, set out, or permitted to be planted, grown, or set out along any public highway in said city, and any such hedge fence or thorn tree along any public street or avenue in said city on the date of the passage hereof is hereby declared to be a nuisance unless the owner cuts, trims, and maintains the same or causes the same to be cut, trimmed, and maintained to a height of not exceeding four feet and, further, unless the owner of such fence otherwise cuts, trims, and maintains the same so that it shall not amount to an obstruction or encroachment in or along any street in said city.
   (D)   Overhanging branches. It shall be unlawful for any person, firm, or corporation to cause, suffer, or permit the branches or part of any tree or shrub or part thereof hanging or being over any sidewalk in the city to be nearer than ten feet above such sidewalk or to suffer or permit any vines, shrubbery, or plants to grow or be on any such sidewalk or obstruct the free use thereof.
   (E)   Obstructions. Every encroachment, encumbrance, or obstruction in any street, alley, or other public place or over, along, or upon any sidewalk in said city is hereby declared to be a nuisance. No person, firm, or corporation shall cause, suffer, or permit any such nuisance, and the same may be summarily abated by the Public Works Committee or by any person or employee under their direction and supervision.
