There is hereby created the office of Inspector of Buildings, of which the City Council shall appoint some competent person whose term of office shall be at the will of the Council and until a successor is appointed; it shall be the duty of the Inspector of Buildings to inspect buildings and structures for which permits are issued hereunder to see that the provisions hereof are followed and to report any violations of this chapter to the City Council, and the said Inspector of Buildings shall be compensated at the rate of $1.15 per hour for each hour engaged in the discharge of his or her duties, payable monthly.
