Each violation of this chapter shall be deemed to state a misdemeanor or misdemeanors which, if severally or jointly committed by any person or persons or corporation within the territorial jurisdiction of said city, shall subject the offender or offenders severally to a penalty, upon conviction, of not less than $3 nor more than $200 for each offense; provided, where more than one offense is stated in a section, the offended thereof shall be liable to only one penalty.
