The Council shall determine its own rules of proceedings, punish its members for disorderly conduct, and, with the concurrence of the Alderpersons elect, may expel a member, but not a second time for the same offense; provided, any Alderperson or Councilperson who shall have been convicted of bribery shall thereby be deemed to have vacated his or her office.
