§ 30.25 SPECIAL MEETINGS.
   (A)   Special meetings. Special meetings of the Council may be called from time to time by the Mayor or by any three Alderpersons upon giving notice in writing to all of the members of the Council; provided, however, if all members of the Council are present at said special meeting, no notice of said meeting shall be necessary. Adjourned meetings of the Council may be held for the purpose of completing unfinished business at any such times as may be determined by the Council. All meetings of the Council shall be open to the public. The Mayor shall preside at all meetings of the Council but shall not vote except in case of a tie, when he or she shall have the deciding vote. In the absence of the Mayor, the Mayor Pro Tem shall preside.

   (B)   Reconsideration at special meetings. No vote of the City Council shall be reconsidered or rescinded at a special meeting unless, at such special meeting, there be present as large a number of Alderpersons as were present when such vote was taken and that any report of a committee of the Council shall be deferred for final action thereon to the next regular meeting of the same after the report is made upon the request of any two Alderpersons present.
