§ 114.38 LICENSE APPLICATION REQUIREMENTS.
   (A)   Applicants shall file an application for license with the City Clerk, whereupon the license request shall be submitted to the Building Inspector for investigation and report to the Zoning Commission and the City Council. The Building Inspector shall go upon the applicant’s property and verify the conditions of the property. All applicants and their establishments shall meet the following criteria and requirements.
      (1)   Size of residence. The minimum size of the single-family residential dwelling for a bed and breakfast establishment shall be 2,000 square feet of normal residential space, exclusive of garages and storage sheds. Lavatories and bathing facilities shall be available to all persons staying at any bed and breakfast establishment.
      (2)   Parking. The bed and breakfast establishment shall provide a minimum of one parking space per bed and breakfast sleeping room and a minimum of two parking spaces for the use of the operator and family of the operator. No additional parking can be created in the front yard of the dwelling unit beyond the parking which exists at the time of the passage of this chapter. Any new side yard parking spaces created after the passage of this chapter shall be pre-approved by the city. Parking requirements must be met on the site of the bed and breakfast establishment dwelling and must comply with the Off-Street Parking Ordinance of the city.
      (3)   Safety and insurance. Applicants shall comply with 50 ILCS 820/4 through 820/7, and provide proof of liability insurance in an amount no less than $500,000 at the time of the application, in effect for one year.
      (4)   Disrupting peace. Bed and breakfast establishments shall be situated so as to not disrupt the peace and quiet of the neighborhood in which the establishment is located.
   (B)   Applicants for a license to operate a bed and breakfast establishment shall submit the following materials for review:
      (1)   An application in a form promulgated by the Zoning Commission;
      (2)   Initial license: a floor plan of the single-family dwelling unit illustrating that the proposed use will comply with the City Zoning Ordinance, as amended, and other applicable city codes and ordinances and with the terms of this chapter;
      (3)   Initial license: a site plan showing the dimensions of the property and the size and location of the buildings, side yards, and the proposed parking area; and
      (4)   Initial and subsequent annual license: a certificate of occupancy issued by the Building Inspector stating the building meets minimum code requirements of this chapter.
