The regular meetings of the Council shall be held on the first and third Monday evenings of each month; the regular meetings shall be held in the City Hall in the room set apart for the use of the City Council and, for such purposes, shall be known as the Council Chamber of the city, and the hour of holding regular meetings shall be 7:00 p.m.; except, when Monday may happen to be a legal holiday, the Council shall meet on the following day at the same hour.
