No license shall be issued pursuant to this chapter until the applicant has obtained a special permit for the location of the establishment, pursuant to the Zoning Ordinance, after public hearing before the Zoning Commission, said license to be authorized by the City Council and, upon the Council’s direction, issued by the City Clerk, as provided in § 156.222.
