§ 110.23 LICENSE TRANSFER; EXPIRATION.
   (A)   Transferability of license. No license shall be assignable or transferable nor shall any person be authorized to do business or act under such license but the person to whom it is granted or at any other place than that specified therein without the consent of the Mayor or Council, to be certified thereon by the City Clerk, nor shall any license authorize any person to act under it at more than one place at the same time or at any other time than is therein specified. Whoever shall violate any provision of this section shall be deemed to be acting without license and shall be subject to the same penalty as is prescribed for persons doing business without license.

   (B)   Expiration of license. It shall be the duty of the City Clerk, by notice in writing, to notify all persons whose licenses have expired or who, by any ordinance of the Council, are required to procure a license for their business, trade, or occupation and are acting without license. Such notice shall be given by the Clerk immediately upon the expiration of any license or as soon as the fact that any person is acting without license shall come to his or her knowledge. The notice shall be served by the Chief of Police or any police officer of the city and may be left at the residence or place of business of the person notified.
