§ 110.18 WHEN FEES DUE.
   All license fees, unless otherwise provided by ordinance, shall become due and payable on May 10 in each and every year or on commencing a business or occupation upon which a license fee is imposed by ordinance. In the former case, the license fee shall be reckoned for one entire year, and in the latter case, it shall be reckoned proportionately from the first day of the month in which the liability to a license commenced until May 10 next following, and for all purposes connected with the issue and expiration of any class or kind of licenses required by any ordinance of the city, it is hereby provided that the MUNICIPAL YEAR of the city shall begin on May 10 in each and every year.
