Every owner of real estate within the city shall cut weeds on his or her property at all such times as may be necessary so that such shall not exceed 12 inches in height, and if said owner neglects or refuses to cut weeds so that such weeds shall exceed 12 inches in height, the city may cut the weeds or authorize some person to cut the weeds at the expense of the property owner, pursuant to 65 ILCS 5/11-20-1 et seq., on behalf of the city.
