§ 91.33 HEALTH AND SAFETY COMMITTEE APPROVAL.
   It shall be unlawful to begin the erection of any building within the herein described fire limits without first receiving a written permit from the Health and Safety Committee of said city, said permit to be issued on the instruction of the City Council.
