The Council shall provide a sufficient number of ballot boxes with secure locks and keys, voting booths, and guard rails for the several districts of the city. The City Clerk shall provide, at the expense of the city, the proper poll books and other necessary election blanks and stationery for each district and shall cause a suitable number thereof, together with the ballot boxes, voting booths, and guard rails to be delivered to the Judges of Election on the day before any election is to be held.
