(A) Election and appointment of city officers. In the said year 1941 and every four years thereafter, the following officials shall be elected Mayor, City Clerk, City Treasurer, and one Alderperson from each ward. In the year 1943 and each four years thereafter, the following officers shall be appointed: Chief of Police, Public Works Director, Street Operation Manager, Water Operation Manager, and one Alderperson from each ward (elected).

(B) Nomination. All candidates to be voted for at all general municipal elections at which any city officers are to be elected shall be nominated by petition, which shall be filed not more than 60 nor less than 35 days prior to the date of such election.
