(A) General election. A general election for municipal officers authorized or ordained to be elected, shall be held in the city on the third Tuesday in April in the year 1941 and every two years thereafter.

(B) Notice of time and place. The City Council shall designate the place or places in which the election shall be held and appoint the Judges and Clerks thereof and cause notice to be printed in some newspaper published in the city or posted at each voting place in the city of the time, places of election, and of the officers to be elected for at least 40 days prior to such election.
