The boundaries of said respective wards shall be and are established as follows, to-wit:
(A) Ward One. All that portion of the city east of 14th Street and north of Broadway Street together with all that portion of the city south of Broadway Street and east of 19th Street shall be Ward One.
(B) Ward Two. All that portion of the city north of Broadway Street and west of 14th Street shall be Ward Two.
(C) Ward Three. All that portion of the city south of Broadway Street, except that portion east of 19th Street shall be Ward Three.
