The Committee is expressly prohibited from granting a permit to any person to connect with any sewer unless the property to be connected is within the drainage district in which such sewer is located nor unless all assessments against the property to be connected which are then due have been paid, and all permits for the making of connections prohibited by this section shall be granted only by the resolutions of the Council.
