(A) Said rates or charges for service shall be payable monthly or quarterly, depending on the classification of service for which bills are rendered. The owner of the premises, the occupant thereof, and the user of the service shall be jointly and severally liable to pay for the service to such premises; and the service is furnished to the premises by the city only upon the condition that the owner of the premises, occupant, and user of the services are jointly and severally liable therefor to the city. Bills for service shall be sent out by the City Water and Sewer Billing Clerk on the first day of the month or quarter succeeding the period for which the service is billed.
(B) All bills are due and payable 15 days after being sent out. An addition of $5 shall be added to all bills not paid by the fifteenth day after they have been rendered. If not paid by the end of the month of issue, there is a 1.5% fee at the end of the month and monthly thereafter, plus an additional $5 charge monthly until paid in full.
