The water service charge for the use of and for service supplied by the water facilities of the city are hereby established as follows:

Outside the city limits, other than the City of Carthage or the Village of Elvaston | $29.51 for the first 2,500 gallons plus $7.26 per 1,000 gallons in excess of 2,500 gallons plus the $1 surcharge |
Within the city limits | $19.67 for the first 2,500 gallons plus $4.84 per 1,000 gallons in excess of 2,500 gallons plus the $1 surcharge |
