No water from the water works system shall be turned on for service into any premises by any person but the Public Works Director. Application to have water turned on shall be made, in writing, to the City Clerk and shall contain an agreement by the applicant to abide by and accept all of the provisions of this chapter as conditions governing the use and service of the water works system by the applicant.
