§ 50.18 RECORDS OF CHANGE.
   A record shall be kept of all matters in connection with the maintenance and operation of the sewer and water works system of said city and of the amounts chargeable to each water taker for the use of water, and the Public Works Director shall, at the request of the Council, file a report with the Council at the end of each fiscal year showing the cost and extent of permanent improvements, an inventory of the plant and of the tools and materials belonging thereto, the number of sewer and water takers, and such other things as may be deemed advisable.
