The registrars of voters in this town, in perfecting the list of qualified electors therein as provided by law, shall enter the names on the official lists by the street and number, when the houses are numbered, and not alphabetically, so that there shall be entered on the list first, the street, avenue, road or alley; second, the number of the house or residence in numerical order; and third, the resident electors in the house or residence, in alphabetical order. Those electors, if any, who cannot be so registered, shall be registered alphabetically.
