SECTION 6-1: TOWN CLERK.
   A.   There shall be a Town Clerk as required by the General Statutes and as set forth in this Charter222.
   B.   Powers and Duties 223. The Town Clerk shall have all the powers and duties 224 prescribed by the General Statutes, this Charter and such other powers and duties as may be prescribed by the Council.
      (1)   Registrar of Vital Statistics 225. The Town Clerk shall serve as Registrar of Vital Statistics, unless otherwise set forth by the General Statutes 226.
      (2)   Assistants and Employees 227. The Town Clerk shall appoint and may remove, subject to the provisions of the Merit System, all assistants 228 and employees of this office.
      (3)   Compensation 229. The Town Clerk's compensation and benefits shall be set by the Council.
      (4)   Fees 230. All fees collected by the Town Clerk shall be paid to the Town, except as otherwise provided by the General Statutes.
      (5)   Certification 231. For the purpose of meeting best practices and the highest professional standards, the Town Clerk shall, upon eligibility, participate in the certification program for town clerks, as set forth in the General Statutes.
