SECTION 4-1: LEGISLATIVE POWER119.
   The legislative power and authority of the Town shall be vested in the Legislative Council120. No enumeration of powers set forth in this Charter shall be deemed to limit the legislative authority of the Council as provided for in the General Statutes 121, 122.
