The town shall have control of all street trees, shrubs and other plantings in any public street, park, public right-of-way, or other public place within the town limits and shall have the power to plant, protect, care for, remove or replace such trees, shrubs, or other plantings. Control shall include any limbs, roots, or parts of trees and shrubs that extend or overhang any town owned property.
