(A) All fines imposed under this chapter shall be made payable to the Treasurer of the town and shall be received by the zoning enforcement officer or his or her agent within ten business days from receipt of the citation. All fines collected by the zoning enforcement officer shall be directed to the Town Treasurer.
(B) No zoning permit shall be approved by the Planning Department until the applicant provides the Planning Department with a statement, in writing, that there are no delinquent fines or fees due for the property for which an application is made or provides a statement in writing, from the Town Planner or his or her agent that the owner of the property for which an application is made has entered into a payment program approved by the Finance Director to pay off any delinquent fines or penalties.
(C) The Town Planner may authorize the issuance of a zoning permit without the satisfaction of the above if he or she certifies in writing, as part of the file, that an emergency exists affecting the health or safety of the occupants of the building upon which property the zoning application is sought.
