The hearing shall be on the record of the conference. The board of review, after consideration of the record as a whole, may affirm, modify or revoke the notice of order, and may grant an extension of time for the performance of any act of not more than 6 additional months, where the board of review finds that there is practical difficulty or undue hardship connected with the performance of any act required by the provisions of this chapter or by applicable rules or regulations issued pursuant thereto, and that the extension is in harmony with the general purpose of this chapter to secure the public health, safety and welfare.
