The provisions of this chapter shall not apply to:
(A) Any building, structure or part thereof, if a local or state official having authority has ordered demolition because of a threat to public health or safety; or
(B) Buildings or structures or parts thereof within historic districts or historic properties as the demolition waiting periods with respect thereto are governed by Conn. Gen. Stat., §§ 7-147j and 7-147y.
