It is the intent and purpose of this chapter to provide minimum standards and regulations applicable to users and installers of residential and commercial burglar, fire, hold-up, medical, and automatic dialer systems within the town, to promote the responsible use of alarm systems to prevent unnecessary emergency response to false alarms and thereby protect the emergency response capacity of the town from misuse.
