§ 96.07 RULES, REGULATIONS, SPECIFICATIONS.
   The Legislative Council or its designated agent shall adopt from time to time reasonable rules, regulations, and specifications for the construction of sidewalks, driveway aprons, curbs, and combined curbs and gutters. No sidewalks other than cement concrete may be laid or constructed upon the public highways or streets of the town.
