(A) No person shall violate any regulation of the director of parks and recreation.

(B) Exceptions.
(1) Subject to approval of the Mayor or designee and the Chief of Police or designee, alcoholic beverages may be sold and/or distributed by the Town of Hamden or a designated third party at certain events in specifically designated locations within a park or facility of the Town of Hamden and/or the Department of Parks and Recreation.
(2) Any alcoholic beverage sold and/or distributed, shall be consumed within the specifically designated location.
(3) Any exception granted under this section shall be subject to all rules and regulations promulgated by the Town of Hamden and any relevant Boards and/or Commissions and shall further be subject to all local, state and federal laws including State of Connecticut liquor permits.
(4) Nothing in this subdivision is intended to provide for the issuance of a permit or permission to sell, distribute or consume alcoholic beverages on properties or facilities of the Hamden Board of Education and/or Hamden Public Schools.
(5) Upon the mutual approval by the Mayor or designee and the Chief of Police or designee, and the payment of $150, a revocable town permit shall be granted to a designated third party describing the place, time and date of the event.
(6) In consideration of approval for the sale and/or distribution of alcoholic beverages on town premises and the issuance of a permit, designated third party must purchase and show proof of general liability insurance and liquor liability insurance with a copy of an additional insured endorsement specifically naming the Town of Hamden as an additional insured and ensuring the third party vendors policy does not exclude the serving or selling of alcohol. The third party vendor shall maintain all insurances and adequate limits of liability insurance coverage while engaging in the activity as required by the Town's Risk Manager. The third party vendor shall provide evidence that its staff is properly trained in the serving/selling of alcohol, has obtained the appropriate state permits and agree to indemnify and hold the Town of Hamden, its Boards, Commission, agents and/or employees from and against any and all liability arising out of or related in any way to the issuance of the permit and/or the sale, distribution and consumption of such alcoholic beverages related to such permit.
(C) No pet is allowed in any park or facility of the department of parks and recreation, except in areas designated by the director of parks and recreation or his designee.
(D) No vehicle of any type is allowed in any park unless expressly authorized by the director of parks and recreation or his designee.
(E) Unless otherwise expressly authorized, all park and recreation facilities of the town shall be open from sunrise to sunset.
(F) No person shall be permitted in any park or recreational facility of the town while it is closed.
(G) There shall be no hunting in, on or above any park or recreational facility or land owned by the town.
(H) With the exception of a dedicated golf course facility, there shall be no golfing in or on any park or recreational facility of the town.
