The material to be dumped shall at all times be under the supervision of the Director of Public Works, who shall specify the nature and content of all such material which may lawfully be dumped, and it shall be his responsibility to oversee and regulate all dumping operations and shall exercise due care to protect adjacent waterways from debris emanating from such operation.
