No refuse, filth, garbage, offal, manure or other offensive or noxious substance shall be transported, kept or used within the town in such manner as to cause injury to other persons, or which constitutes a public or private health nuisance. The Director of Health is empowered to make reasonable regulations for the transportation, use or keeping of the substances.
