The enforcement of the provisions of this chapter shall be suspended until such time and for such period or periods as the legislative council shall deem advisable or expedient. Whenever, in the opinion of the legislative council, the safety and the protection of the public shall be served by the enforcement of the provisions of this chapter, the council shall publish once in some newspaper having a circulation in the town notice of its decision to declare this chapter in force and thereupon this chapter shall forthwith, as of the date of publication of the notice and for the period as shall be stated in the notice, become enforceable and in effect.
