It shall be unlawful at any time during the period of any snow emergency under the provisions of this chapter for:
(A) Any person to park or allow to remain parked, any vehicle on any odd numbered portion of a town street or highway;
(B) Any person to allow, permit or suffer a vehicle to stand or park on any town street or highway in such a manner as to constitute a hazard or obstruction to vehicular or pedestrian traffic.
