No person shall operate or shall cause to be operated or moved any vehicle on any highway unless the vehicle is so constructed, loaded or properly covered so as to prevent any of its load from dropping, sifting, blowing, leaking or otherwise escaping therefrom, except that some substances may be dropped or sprinkled on the roadway for the purpose of securing traction, cleaning or maintaining the roadway.
