§ 36.62 FINDINGS.
   (A)   Persons with disabilities have for some time been subjected to varying levels of societal indifference and neglect. These conditions have resulted in limiting the rights and participation of persons with disabilities or have otherwise restricted their opportunities for employment, education, and community services. Government at all levels is finally recognizing the needs of persons with disabilities. These needs have begun to be addressed by legislation, programs, and various forms of assistance. The responsibility of local government as well as various community institutions and organizations is responding to the needs of persons with disabilities is broad and encompassing.
   (B)   Therefore, it is essential that official local action be taken to promote the effective marshaling of resources and to constructively respond to the needs of persons with disabilities.
