The legislative council declares that the preparation of a plan and the means for its implementation, for the protection of lives and property in the town from enemy attack, natural disaster or any other cause, is immediately essential. The legislative council further finds that in times of emergencies which may imperil the safety of the inhabitants of the town, or their property, it becomes necessary to effectuate and place into operation the plans and preparations with a minimum of delay. The legislative council finds, therefore, that preparation and adoption, of such plans, to be fully publicized, are now imperative.
