The Mayor shall appoint, subject to the approval of the Legislative Council, 15 Commissioners who have a broad interest, understanding, and appreciation of artistic and cultural activities. The term of office of each Commissioner shall be three years, with the terms of five Commissioners expiring each year. A vacancy on the Commission shall be filled by an appointment by the Mayor, subject to the approval of the Legislative Council, for the unexpired portion of the term of the vacating Commissioner. Any Commissioner may be removed by the Mayor for cause, which shall include failure to attend three meetings of the Commission, without reasonable excuse, within a calendar year.
