(A) On or before the first day of July each year, the members of the Commission shall meet and elect from its members a Chair and a Vice-Chair and such other officers as it shall from time to time determine. Each officer's term shall be one year. The agendas for the Commission meetings shall be approved by the Chair.
(B) Meeting Schedule. Regular meeting schedules shall be established annually and filed in accordance with the General Statutes.
(C) The keeping of records and postings of agendas shall be as required by the General Statutes. Provisions for public participation (including but not be limited to public speaking) shall be determined by the Commission as well as any other rules for the transaction of business, which shall not be inconsistent with the provisions of the General Statutes, the Town Charter or this code.

YOUTH ADVISORY BOARD
(A) There is hereby established a Youth Advisory Board consisting of 12 members appointed by the Mayor subject to approval of the Legislative Council. Board members shall serve without compensation. Board members may be reimbursed for actual expenses incurred. Membership on the Board shall include:
(1) At least one representative under the age of 21 years of age;
(2) At least one representative from the Hamden Public Schools;
(3) At least one representative from the Hamden Department of Police Services;
(4) At least one representative of a private youth serving agency; and
(5) At least one representative from a Town Department not listed above.
(B) Of the 12 members appointed, at least one-third of the total membership on the Board shall qualify as service consumers.
(C) Of the 12 members first appointed, four Board members shall be appointed for a term of three years; four Board members shall be appointed for a term of two years, and four Board members shall be appointed for a term of one year. Thereafter, Board members shall serve a three year term. In the event of a vacancy in the Board's membership, the successor shall be appointed to serve the unexpired term of the vacating member.
(D) In addition to the 12 appointed members, the Youth Services Coordinator shall be an ex-officio member of the Board, without vote.

(A) The Board shall elect a chairman, vice-chairman and secretary from its membership. The Board may also organize itself in whatever other manner it deems appropriate. The Board may adopt such rules and regulations as it considers necessary to effectuate the purpose of this article.
(B) A majority of all members of the Board shall constitute a quorum for conducting the Board's business.
