The members of the Commission shall choose a Chairman, Vice-Chairman and Secretary from its members, shall keep records of its meetings and activities, and shall submit an annual report to the Mayor and Legislative Council. A majority of all the members of the Commission shall constitute a quorum for conducting the Commission's business.

ECONOMIC DEVELOPMENT COMMISSION
There is created an Economic Development Commission for the promotion and development of the economic resources of the town, consisting of 11 electors of the town, appointed by the Mayor, subject to the approval of the Legislative Council, no more than seven of whom shall be of one political party. The Mayor may remove any member for cause, which shall include failure to attend, without reasonable excuse, three meetings during any calendar year, and the Mayor may fill any vacancy resulting from such removal.

Those members first appointed shall be designated to serve for 1, 2, 3, 4, and 5 years respectively from February 1, 1965, and thereafter a member shall be appointed annually to serve for 5 years, except that any vacancies shall be filled by the chief executive authority for the unexpired portion of the term.
