(A) The Commission shall consist of no more than 11 members, all electors of the town to be appointed by the Mayor. At least two members shall be qualified in the field of conservation or environmental protection. At least three members shall be qualified in the area of land use or land management. The remaining six members shall form a diversified representation of the people of the town. The Mayor, Town Planner and a member of the Legislative Council shall be ex officio members of the Commission, without a vote. Not more than six voting members of the Commission shall be of the same political party.
(B) The members of the Commission shall serve without compensation.
(C) Vacancies may be filled by the Mayor for the unexpired term of the vacating member and in the same manner as the original appointment.
(D) The Commission shall have no fiscal authority, unless specifically authorized by the Mayor and the Legislative Council.
