(A) The South Central Council of Governments shall be entitled to exercise all the rights and authority and shall be subject to all the responsibilities and duties provided for in the General Statutes; said powers and duties shall consist of consideration of such matters of a public nature common to two or more members of the council as it deems appropriate, including matters affecting the health, safety, welfare, education, and economic conditions of the area comprised of its members.
(B) The council shall promote cooperative arrangements and coordinate action among its members and make recommendations therefore to the members and such other public and private agencies as exist or perform functions within the region.
(C) The planning duties and responsibilities of the council of governments shall be carried out exclusively by a regional planning commission in accordance with Section 4-124o of the General Statutes.
