§ 31.31 RULES OF CONSTRUCTION.
   (A)   Number. Words used in the singular or plural shall be construed as if plural or singular, respectively, where they would so apply.
   (B)   Titles. Titles of articles and section headings are inserted for convenience and shall not affect the meaning or construction of the plan.
